A resident of Oskaloosa, Iowa, Effie Hoffman Rogers was a lifelong member of the P.E.O. Sisterhood, an organization established to promote education among women. In 1886 she was elected and served for 3 years as president of the Grand Supreme Chapter and during that time organized 23 new chapters.
